Question:
Recent electrical alterations in my building have revealed that I was illegally charged for 45 years for power consumed by other users. Con Edison estimates my loss at about $400 a year for those 45 years. What is my recourse?
Answer:
You should file a complaint with the New York State Public Service Commission, said Sean A. Altschul, a Manhattan real estate lawyer. The complaint can be filed over the Internet (www.dps.state.ny.us), by telephone, by letter or in person at one of the commission’s offices in New York City.
“The Office of Consumer Services will then conduct a full investigation of the complaint and will notify the consumer of the decision,” Mr. Altschul said. “If the consumer disagrees with the initial decision, he or she can request an informal hearing or informal review.”
